The electronic labor file becomes mandatory in Bulgaria from June 1, 2025.

From June 1, 2025. new requirements for electronic labor files come into effect, announced the National Revenue Agency (NAP). The change is part of the digital transformation of labor and social security legislation, aimed at facilitating employers, ensuring transparency for employees, and enhancing data security.

The new system will allow automated storage and access to all documents related to the labor relationship – contracts, additional agreements, orders, insurance statements, and others. The data will be submitted to NAP through secure electronic channels.

What does this mean for employees?

Every employee will be able to check their labor file through a personal PIN or qualified electronic signature. This will facilitate processes such as proving work experience, retirement, and applying for new jobs.

📘 What happens to the paper labor book?

Yes, it is certain: paper labor books will remain valid even after January 1, 2026, but only as an archival document for certifying work experience until June 1, 2025. From this date onwards, all new labor contracts and changes will be registered only in electronic format. Paper labor books will no longer be issued.

📅 Deadlines and responsibilities:

  • By June 1, 2026.:
    Employers are required to complete the paper labor books of their employees, recording all work experience until June 1, 2025. After that, the books must be returned to the employees.
  • After June 1, 2026.:
    Paper books will not be used for new entries. They will serve only as a certifying document for work experience until the introduction of the electronic system.

What to do in case of loss of labor book?

If you lose your paper labor book before the data is transferred electronically:

  1. Submit a declaration application to the "Labor Inspection" directorate at your permanent address.
  2. Attach certificates from previous employers for the available work experience.
  3. The inspection will issue a new labor book – duplicate, in which the data for work experience will be recorded until June 1, 2025.

After this date, the presence of an electronic record in the NAP system will significantly simplify processes and eliminate the risk of information loss.

Employers need to prepare technically and organizationally for:

  • Entering data from paper books;
  • Maintaining up-to-date electronic files;
  • Complying with deadlines and protecting personal data.

NAP provides detailed instructions, training, and a test environment for a smooth transition.

Important:
After June 1, 2025, all new labor contracts will be recorded only electronically, and paper labor books will have no legal value for new appointments.
